The problem really comes into that the UN does not have enough law-enforcement powers to make this a viable option. Countries like the US can just skate on things they really shouldn't (Haditha, Abu Ghraib anyone?) as can repeat offenders like Syria, Isreal, etc. Most of the countries, even the ones who are UN-supporters like the US, don't really submit to their authority when it's inconvenient for them.

I really don't care. It would be replacing our US overlords with UN overlords, both of which I have no control over. Would suck for US citizens who think they can influence their government, though.
