Looks like a wonderful way to add some DEATH to a black/blue discard deck. (Of course, it doesn't trigger discard effects, so no instakill via discard damage cards).
4x Traumatize, 4x Millstone, 4x Howling Mine, and your opponent's deck will soon empty.Add a Disrupting Scepter for seasoning. Needs lots of fast mana though. Oh, and a Jester's Cap to make sure he doesn't get any cards that benefit from being in the graveyard.
Man, it's just like the old days. *sniff*
(Of course, everyone will be playing that Hell's Caretaker/Nekrataal combo for fun and profit. Meh on them.)

Splice is fun.
The shoal's cost sucks, but hell, it's arcane.
