I thoguht this was removed from the API a couple patches ago.
I thought the same thing, but Cosmos users have been telling me they can still see levels for characters 10+ levels higher. I have no firsthand knowledge to confirm or deny. Anyone? Bueller?

Pretty sure it just randomly selects a level for the characters. i have seen plenty of people who must be level 50 or so show up as level 26+ (i know this, cause a level 26+ character can not 1 shot a level 19 character :P )
