I picked this up and have been dinking around with it as well - I've 'finished' Ibiza, and have moved on to Hawaii. The cars still handle somewhat like boats like they did in the first TDU, but something about wandering around the island 'collecting' roads just works for me.
I think the online performance of the game has actually gotten measurably worse over time, since it worked flawlessly for me early on, but either requires multiple connection attempts or just flat doesn't work now. Beyond that, it runs well on my system, though I'd never heard my CPU cooler running full blast outside of benching/stress-testing until I started playing this. I've also had a couple of lockups in the game - most frustratingly, I clipped through the ground about 35 minutes into the last race on Ibiza (a time attack around the whole island that takes about 40-45 mins).
I wish EA would pick up the general idea and do a huge free-roamer like this, but with optional Shift 2 physics (i.e. Shift 1 with mods or better) mode.

It seems that they've managed to work through most of their server issues for PC users. I just wish they'd add a way to highlight roads you haven't driven over yet.
