Would the previous prohibition have counted in the case of raping and pillaging conquered villages? Or were they exempted for that?

Well, the article mentioned that previously they were not allowed inside or outside the barracks. I'm not really sure why it would be illegal, if they were on leave outside military property. However, if this ruling means that they can do it inside the barracks, that would be pretty freaking wierd.
Wouldn't you just love to wake up in your 40-bunk-bed room, and see and hear several guys going at it. That would do wonders for morale.
