you buy originals from NPCs. Originals can crank out infinite copies and builds.
Copies are run restricted and can't be modified.

If you want to reduce the number of minerals/materials required to make a ship (or anything), you must start with a "researched" blueprint, which basically means that the blueprint has spent several months in a research lab slot having its "wasted materials" stat reduced. You can only do this on "original" blueprints purchased from the NPC's, so basically random people do this kind of research to some level (ME20, ME5, etc) and then crank out copies and sell them. The blueprint copies can't be researched, but they do have the same efficiency as the original. They're also much much cheaper than originals.
So people buy copies whenever they want to manufacture random stuff.
You may have also heard of BYOM (bring your own minerals) ship deals. Same thing, they sell you a raven blueprint copy that can make just 1 raven, for say 5 mil, and it's up to you to gather your own minerals, find a factory slot, and make it.

General production tip, for anyone trying to become the next mogul: Find a niche, then bleed it dry. Example: I've got a moderately researched (ME 30, iirc) tech 1 module BPO and can produce it for Z isk in mineral costs. There was nobody in a_certain_region selling more than one or two of that specific module, so I cooked them up in batches of fifty at a time, then sold them on for between 3Z & 4Z isk, depending on what the volume was in the marketplace.
Now, Z wasn't a particularly large amount of cash (~100K isk) but making between a quarter and a third of a million in profit per unit for setting up a bunch of three month buy orders, setting up a production batch once in a while then setting up a three month sale order is pretty nice.
I could make more money micromanaging the buy orders & sell orders, further researching the BPO and so on, but that would take effort.

Is that 'no BPOs of new Tech II stuff' or 'no BPOs of any Tech II stuff and all the old BPOs for them are now worth infinite $$'?
[Edit: Oh, and anyone who builds Amarr equipment, let me know. I'll gladly buy my equipment from you rather than a stranger. If you lay hands on any Amarr navy BPCs, I'm especially interested in the faction gear. I'll pay proper price for the goodies, of course, wouldn't expect anyone to build faction gear at cost.]

Tech 2 BPOs are worth TONS. There will be no new T2 BPOs. Invention will make everything t2 from here out, but the old BPOs are like having an ISK print.

I make 100 mil or so every 2 weeks of my ballistic deflection field II blueprint (the active shield hardener). Now I don't deserve that money in any way and realise it might sound like a fortune to newer players, but that's like one half decent faction spawn. Invention has gutted the T2 money wagon hardcore. Sadly mine dropped in the last batch of T2 BPO well after invention so never made money hats from it either.

Allegedly the T2 BPOs will eventually become 100-run or something like that. if that happens, then great. It'll even make invention a bit more worth the trouble.

Bullshit. T2 BPOs are worth two years of their income, which boils out to 4-12B for most. If you got the cash, you can become one of those awesome legacy players anytime (and see how it sucks:P) note: I don't own t2 bpo myself, but was offered to buy one multiple times.

Most of the people with BPO's bought them, probably. Those who got lucky in the lottery probably sold their BPO for a quick buck (couple billion = nice). There are many other ways to get rich quick in EVE, too, most of them with higher success rate than the lottery had.
