It is a Chinese Crested and that's Sam.  He's famous.  (and dead)  They don't all look like him.  Some are sort of very nearly almost cute.

Nope, my sister got him for me and a brother of his for my parents.  Apparently they're the same breed as one of her dogs (shihtzu/cocker spaniel mix), and her dog has always reminded me of Otto Von Bismarck with his squat, belligerent looking face and the walrus mustache.

So Otto it was.
