Anyone who hasn't got a Scottish surname and a good idea of Clan history shouldn't wear a kilt.
So that would be everybody except a bunch of boring cunts in the Uni history departments. Most everything to do with tartan, modern kilts and post-Jacobean clans has more to do with English aristocracy than ZOMG Highlanders.
Yes. The kilts you see out and about now have really fuckall to do with Scottish highlanders or clans in general. They are genealogy transplants on a conquered people.

Also, though I play a kilt-wearing madman on the Interweb, I have no doubt I'd look right retarded in a kilt.
EDIT: Also, the best I can do on tracing my family heritage has the name coming out of the York area of England, which during the Scottish Wars of Independence (better known as OY! LONGSHANKS! 'OW DOO YOOO LOIK A COCK IN 'OOR EYE, YOOO COONT!) was traded between Scotland and England more times than a drunk cheerleader at the homecoming mixer. So I probably have some kind of Scots blood in me somewhere.
