To whom do I complain?

I have to yell at someone about this.  Some asshole is actively punishing us insomniacs/night owls.

For the last week or so, every single damn night there's been a "required monthly test of the emergency broadcast system."

I wouldn't mind, except that logic dictates a required monthly test should only need to be done once a fucking month.

Even once a night I could handle.  That's not what they do, though.  They do it every 3 or 4 minutes for about an hour.  Every night.  On every cable channel simultaneously.

It becomes almost impossible to follow some shows.  It's like someone hitting mute for 45 seconds out of every 3 or 4 minutes.  Since for the last week I've been up doing some freelance copy writing late at night (ever write 200-250 words about car floor mats when your source material is "Uh, we're gonna sell floor mats. Write 200-250 words about that"?), audio is all I have to go on- my eyes are focused on what I'm writing (or I may be distracting myself here... woot 4:30am post!).

I'm just venting.  I'm sure I could call someone and yell at them, out of the 0.1% chance that I'd see any visible result at all, 0.09% of that goes to seeing an increase in these irritating fucking tests- just because I pissed off the wrong person.  But here I am TRYING to obsess over Fullmetal Alchemist (so it grew on me, go to hell) and I'm missing what seems like every other line of fucking dialogue.  Drives me nuts.

... so yeah, back to work I guess.

Im a night owl.  Never see that kind of intrusion.  See more ads for Girls Gone Wild and the Ionic Breeze than I ever want to see again, but that's about it.

Thankfully, Cartoon Network has enough funding that it never goes to infomercial mode.  Plus, because it has "cartoon" in the title, you'll never see a commercial for Girls Gone Wild.  You'll see references to Girl Gone Wild on the actual shows late at night (Sealab has done a parody of the GGW commercials, and I believe other shows have as well), but you won't actually see any commercials.

But Comedy Central hits infomercial mode at about 3 or 4 in the morning and stays like that until... I think 8.
