Especially since in practice the only one that CPS could take action against is the friend (the mother of the child that's around all the time).  Which makes me wonder, if this girl is such a psycho in her opinion, why is she leaving her kid with her so much?

Anyway, it's a weird situation but there's nothing criminal, abusive, or neglectful about it, as far as I can tell from your description.  If you're not comfortable with her watching your child then don't let her, end of problem.

A reason her friend might have called her psycho was, like Chris Rock said, women hate women.  Maybe they had a falling out or disagreement over something other than the baby and the friend is exagerating what the girl has been up to.

Sorry, I honestly don't hit this subforum as often as others.  For closure, I'm happy to report that the neighbors actually sold their house (amazing considering the current market) and are moving away.  Good times.
