I don't doubt that people get stalked and harassed though. I remember when I was a kid, there was some woman all the kids thought was a witch or some shit. We broke into her house and smashed everything, acting like shitheads. But I don't recall the government making us do it. I consciously came to the conclusion myself on what actions needed to be done. 

Also, I think it's mostly limited to kid stuff. If harassment is happening to you by adults all the time, then I think it's in your head. Or maybe you're just extremely ugly looking.. Or hey, maybe just an Arab.   But even then, adults picking on you for that would be a stretch.
