It sounds somewhat like what Flagship was trying to accomplish with Mythos, based on

Hmm, not sure how I feel about this. Torchlight was okay, but I had no desire to play though either of them again after a single playthrough. And of COURSE it's online only this time. But, I haven't had a good new ARPG in ages so I'll probably bite.

That sounds like Neverwinter or Guild Wars: matchmaking lobbies disguised as towns... only with Torchlight's dungeon randomization engine rather than conventional pre-made content.

I agree with Draegan. Balance was never Runic's strong point, and there were always more wrong ways to play your class than right ways.

I thoroughly enjoyed the first TL, never really got into the second and as soon as I saw the third was online - meh.

I'm not sure why I feel the first TL is better than the second. I do no that online for Frontiers goes against the antisocial mindset that I liked in the first game.
