Interesting thread that makes a lot of good points.

I've seen it a ton of times where we just get poked and poked on a tower until we are low enough for them to dive and ace us.

People don't like initiating, get poked to death, lose tower, lose game. I've played in these teams the concept of pushing is lost, you run up to the tower and hope the other team makes a mistake before you make a mistake all the while spamming harass until out of mana...all in all its a play style choice and not a real balance issue. People prefer to be passive than to trust that their team comp can win a team fight.

Well, only 1 in 5 I play has significant poking.  A little bit of poking is great but these poking stand offs are tedious.
