Countries like the US can just skate on things they really shouldn't (Haditha, Abu Ghraib anyone?) as can repeat offenders like Syria, Isreal, etc. Most of the countries, even the ones who are UN-supporters like the US, don't really submit to their authority when it's inconvenient for them.
