That might be a Caldari specific skill, so you might have to go all the way over there - but it should be around somewhere. It should be available nearer to a market hub; I'd check the Amarr area before hauling ass all the way across the galaxy.

If you find them in few in other faction regions, you should see if there's a Caldari system not far away, because you'll likely get ripped off. We did that when RMR hit, scrambled to get into Caldari space to buy the new skillbooks to resell them in other regions with damn huge margin.
