There's a good bit of research on the subject of how people behave under authority. The bottom line is that it's surprisingly easy to have something like this happen, due to people surrendering to authority much more willingly, and into much more extreme scenarios than you would expect. This wouldn't come as a surprise to a psychiatrist or sociologist; the key point is that the caller is able to identify himself with law enforcement (an acceptable authority).
