If you're below 50, then yes, it's very normal. In fact, you could be waiting HOURS to get into a BG or never get in one at all if you're trying anything other than AB. (There's been no WSG matches on my server for months, even with the 'free xp' on the weekends.) Not very many people bother with them on any server before 55ish. If they do, then they usually announce it on the server message board in the hopes of getting the 30-40 people needed to start it up. (15-20 to a side).
Even at 60 you could be waiting hours if you're on at the wrong time of day or your population is imbalanced enough. Nobody on my server starts a BG before the kiddies get home from school around 4:00. If you don't see an instance running (It'll saiy "Alterac Valley 1" or "Warsong Gulch 1" right below "First Available") when you log into the queue, then you're waiting on enough people from both sides to join and are likely going to have a long wait. To my suprise, at level 16, I got right into Warsong Gulch early Saturday morning (9ishEST), not once, but twice... the second time a good hour later. Now, this could have been an anomaly, but it sold me for the moment on this server... hell, everyone even worked together, and with some effort came back from an 0-2 to win it 3-2, something I'd never seen on my blue server. I think I can suffer the general chat if I can get to actually play some battlegrounds. Maybe you just had bad timing? Or maybe I just saw the noob experience that happens pre-20's or so? Yes, I'm Horde, I'd probably be interested if you guys don't mind someone that splits time between servers? My woman won't leave ER (so far) and is hesitant to try pvp, so you could say I still have ties that bind me there. I'm trying to decide between focusing on a shaman or a priest, kinda wondered if there was a lack of priests in general? Anyway... Toss me a /t next time you are online, and Ill get you in guild. If theres zero games going you are basically wasting your time.
