How about having enough dialog with your children before any problems arise such that these things are discussed in an open, dignified manner? How about making sure you actually tell your kids that hey, you know, getting into a minivan with a stranger, let alone Trim-Trim the Porno Clown, is a bad idea? Parents don't need to be (and really, can't always be) physically present to protect their kids. They can do that through communication beforehand. Communication that almost certainly didn't take place with these two girls. Those are good points. But at ages 12 and 14, those girls still aren't adults. Which, to me, means their parents are still responsible for them, legally and morally. Look at it this way: What was happening at age 4? 9? 11? Why hadn't the parents had The Talk with them? And, you can't just talk to your kids once about the birds and bees and strange-clowns-with-minivans and call it done. You have to do it a lot, and answer questions multiple times that make most adults uncomfortable. When two girls get into a minivan like that, it usually means they weren't prepared very well when they were younger. Which is why I mainly blame the parents. I can buy the cultural argument better than anything. But still ... Like it or not, kids aren't fire-and-forget. They are projects that take the better part of two decades.
