This place (http://www.pspcmx.com/pspcmx/) is putting up independent comics that are optimized for the PSP. I don't own a PSP, so I don't know how good any of the comics are, but the preview pictures seem to be pretty good quality (for the art at least).

I actually load a mess of comics onto the PSP just via compression and jpg. A lot of the scanned stuff is a high enough resolution that it compresses nicelike. |
