This is probably just a fubar by Google's image loading algorithm. The idea that someone could hack into google, figure out their internal image repository APIs, figure out how to switch them out for news and image searches, etc... all without getting caught is a bit out there. If someone has that level of access and can get that deep in the system (cause it's really going to be a deep deep hack) then they aren't putting up images of a random russian car crash, they are selling information to nations and other organzations that will pay massively for getting access to internal google data.
