I don't know any more about what happened, but it seems to be some kind of copyright violation thing.

That's what happens when you take photos of active military installations in a foreign country without permission, I guess.

The Greeks also arrested a group of holidaying planespotters (http://en.wikipedia.org/wiki/Aircraft_spotting#Legal_ramifications) from the UK a few years ago.  It's not obvious this is an issue, for example the USAF base at RAF Lakenheath  (http://www.lakenheath.af.mil/)has an openingly signposted carpark and spotting platform by the perimeter at the end of the runway for enthusiasts.

Fort Levenworth is not at risk of being attacked in a war of invasion any time soon, so it's layout public would not be any kind of concern.
