Assuming he wasn't full of it, that means that yellows and purples are in lockers, blues are in chests. Keep an eye out for those if you want to spend ten hours running up and down a river to get a blue hat that looks identical to the grey variety.

Anyway, its kind of neat for some programmers evening addition for a holiday that does not even exist and many could care less about. "International talk like a pirate day" is what this is all about.

Don't know about the rewards but yes, this was added before the cosmetics system. I know because after not logging in since a few months after launch, I logged in and found all the quest items still in my inventory so it must have been one of the last lot of quests I was trying to do.
