Ofc, Venal is very rich, if you could control it (and that's the rub), trying to dominate a region where reds just dock up in npc stations. Maybe this explains why White Noise left Venal?

The TCF people must not've been able to maintain that much space, and better to give it away to friendly neighbors than have it taken by unfriendly ones. At least by inviting friends in, that section of space will be secured by non-hostile forces.
