RL money gets you Riot points, which probably allow you to buy skins, unlock characters, buy runes. Probably will be able to buy most anything except skins with Influence Points, but will take a long ass time.

Basically all the skins will be RMT though what besides skins and IP/XP gain boosters they are going to sell is unclear to me atm.
If you've ever played cash shop games they are really taking a good fair western approach to this or at least saying they will. Its the best of both worlds. I'm sure if you limit yourself to $5 a month you'll still be able to buy yourself some new shiney every few months and you'll be saving yourself $10/mo off a MMO plus anything you buy with IP though I expect that mostly to go towards runes and champs you actually play for the awhile. I figure it's money well spent considering I play the hell out of this game and have for a couple of months now.
