Takes place story wise before the movies where Aragorn is charged by Gandalf to locate Gollum who knows a Hobbit has the One Ring. So a prequel.

Yes, but if your local obsessed fans all got together with the stuff they had collecting dust intheir Tolkien shrines It saves quite a bit of money.
