Title: Best Implants?

Can anyone enlighten me on implants please? As in what's best to get as a noob and what should be my ultimate goal?

Well saline-filled ones are safer in that the saline is non-toxic if they rupture, but the silicone ones are less likely to show ripples through the skin. It depends if you're more concerned about naked or clothed appearance really.

Serious answer, it depends on lots of things. If you're an empire-dwelling mission runner who never pvp's then buy the best attribute enhancers you can afford. +3's aren't that expensive and are a good aiming point in terms of both cost and skill training time to use them. +4's and +5's are a lot more expensive and will take a long time to pay off but if you're in for the long haul then why not?

However, if you're a 0.0 living pvp'er then you don't want to get your pod popped with a head full of +5's! Get a jumpclone for pvp'ing and just pop in a couple of cheap (cheap being a relative term of course - if you have 10 billion isk in your wallet then +3's are cheap, if you have 10 million then +2's are) ones.

Skill hardwirings, again, depend purely on need and whatever risk your pod is under. Personally I used to get 5% one for empire work and 3% hardwirings for pvp. Remember that specialisation is crucial in EVE. Pick one thing and be fucking awesome at it, not 10 things and mediocre at them all, and this should apply to your hardwiring choices too. If you're a battleship sniper expert then get gunnery hardwirings. If you're an inty pilot get speed implants, etc. Don't mix & match.

+3 attribute implants only need Cybernetics I trained, while +4 need IV and +5 V. Usually if a new player proves his worth someone comes along who's willing to give him money for their first +3 Int and Mem implants to help get those learning skills done. You only need two attribute implants at a given time when training skills. This is why you don't put all your eggs in one basket, because even in Empire you can get wardecced and podded. Of course most people in Empire don't have the luxury of jump clones and do it anyway. There are implants to improve every ability, except Drone related stuff, which haven't been implemented yet. So you should just browse the market for what's available. Write down what you want to get, along with which slot they belong to, and use EFT to see how much of a bonus it gives to your current setup. If you've done a lot of missions you've also come across storyline missions which often give implant rewards (L2 +2s, L3 +3s, etc) and accumulated Loyalty Points which also can be used to buy implants.

Personally I recommend working your learning skills and having implants that ensure you have a minimum of 2000SP/h being trained. You can see how much SP you are accumulating using EVEMon.

How does one get the named hardwirings eg Akemon's Modified 'Noble' Zet 5000 which gives +8% armour hitpoints. Please don't say contracts :-)

After googling it turns out Akemon's armour hp implant (and I assume shaquil's speed implant) are rewards from a cosmos mission.

Yup, Amarr low sec cosmos.

You can't really get it without:
1) bunch of friends working as anti-pirate escort.
2) blowing large amount of ISK to get faction standings of your alt up.
