It's exactly the same as all the police staffed at every intersection checking every car for illegal substances, the wiretapping of every phone, and the thorough search of every letter sent through the post. Shit, only last week a guy was banned from using a phone ever again because he played a recording over the line to someone else. Then there was the guy who can't use roads anymore because he used his car to pick up a bootleg copy of Mission Impossible. Seriously, just because it's the internet doesn't mean it should be treated any differently.
