He was definitely going faster than the flood was, and you've gotta figure he was the only one dumb enough to be on the road (or sidewalks even), so he'd have a nice clear shot unless he hit a massive obstacle.  I might be nuts, but driving at top speed down an empty street to escape a tsunami sounds like insane fun to me.

If the road was mostly straight (and if its on flat ground, theres no reason it shouldn't be from what I saw of Japanese country roads), he should easily be able to out run it in the car.  If it gets all curvy and starts looping back he'd be in trouble, but it would only do that if it was going up into the mountains/hills, which would also be to his advantage.
