Most Fed funds for libraries, I'd imagine, are pass-through grants to the relevant state agencies.  This means its easy to overlook, since your grants are stamped with the titles of whatever the relevant state agencies are.

Not too mention states like to turn around and cut the state sourced funds after they get an increase in Federal money, and take credit for the whole amount.

New York is just fucked, though.  In the last 8 months,  for the literacy org and the arts org I'm involved with, we've had our budgets cut multiple times,  had our payment of already agreed funds stopped for 5 months, and then had our budgets bumped back up to the level they were after the first round of cuts.

It's fucking impossible to budget anything when the state plays around with your current budget every month or so....  and then is slow actually paying the money they said they would.
