Disused elevator shaft, I assume, since there's no cables.
They do make elevators that use a hydraulic ram from below instead of cables/counterweight. |

Yep, and for such a small building it would likely be such a hydraulic system. However both systems have rails that run up the sides of the shaft for guidance & stabilization of the cab car. Those are lacking here.

It looks like a mine shaft, well the bricks are an odd color, must be easy to figure out what building that is, it looks old. |
