I do too, but watching it, it seems like the kid come in with joy, and perhaps some loudness, that's about it. Then the guy kicked him.

Also, if someone kicks your kid do you first ask "excuse me sir, I noticed you assaulted my young child, would you happen to be mentally handicap? If so I do apologize"

No, you knock the shit out of them. As said above if they are that bad that they will randomly kick children then they shouldn't be out in public to begin with as those kind of actions could lead to serious accidents and injury if at the wrong place/time.  Every time I see that gif I only hope that if/when something like that happened I would be able to react as quickly.

If you watch closely, at the start of the frame the guy behind the counter is looking off camera presumably at the child.  I'd wager the kid was making a bunch of noise and running around like an idiot kids do.  Cell phone douche likely can't handle it because he's on 'an important call' and snaps.  He pulls the kick back a notch, realizing at the last minute that he's about to kick a small child.  The fact that he's on a cell phone to begin with really makes me lean towards him not being retarded but rather irritated into battery of a child. 

I'd love to know the real story.
