As games mature, they have to add more content to the upper end to keep up with the longtime subscribers. Over time this means the content is proportionally moving away from the lower/mid levels. The implicit assumption here is that they aren't going to get many new players and effort is better spent catering to existing ones.
This is also the motivation is raising level caps. It sucks if you are low level. If anything higher level caps are a barrier to new subscribers who now are starting years behind.
But that will always be the case as long as these games main method of holding onto subscribers is offering more "gotta catch em all" type gameplay. It makes me wonder if it makes more sense to just live with people unsubscribing sooner and trying to get new people in faster to compensate.
