EDIT: To clarify - it's probably the same reason that the girl is wearing a little wedding dress, and people wear wool hats and jackets in 90+ degree heat - it's Africa.

I haven't spent time in Benin, but from what I've read and heard, this festival is one of a number that were sort of created out of much smaller scale local events by the government in the early 1990s as national events, partly to encourage tourism ( voodoo tourism in Ouidah was pretty established by that point and the gov't thought it was a good model). The local precedents have to do with folks in the north of Benin who were once part of a kingdom whose military power centered on horse cavalry. That's a pretty common thing up and down West Africa in the 19th Century--the Oyo Kingdom, some of the Hausa city-state, etc., also had cavalry. Basically that was old kingdoms or states that straddled the line between forest and savannah where horses could operate outside of the belt of tsetse fly. 

The mirror I dunno for sure, though a lot of contemporary versions of older dances have 'innovative' elements like that, where some new bit of ritual has been added on. Mirrors are seen a lot in a lot of West African spirituality (as they have been all around the world--it was one of the things that global merchants knew were sure-fire hits before 1850, kind of like the premodern Polaroid)--they pop up in Mami Wata shrines pretty often, for example.

Yeah, the Gani festival itself has an interesting history. I'd like to go to one of the similar events in northern Nigeria at some point - I hear some of the cavaliers there have squirreled away Crusades-era armor. Somehow.  awesome, for real

You can drag and drop an image into google image search now and it's pretty good at figuring out where it came from.  It's kind of crazy.  I don't mean the url either, you can just drag that image to the text box and it'll figure it out.

In fairness, though the movie was utter, utter excrement, they did do Skeletor and Evilynn quite well, I thought.
