Is there a feature of EveMon, or some other character manager, that will spit out a list of all the items, modules, ships, various bonuses, etc... that you can use or have based on your current skill levels?

I use this skill chart to see what skills open up new skills and items for me. There is other miscellanious EVE related info on that guy's pages as well.
It's not really what you're asking for but I figure I'll mention it anyway in case you've somehow missed it. In the skill browser pane of Evemon, there's a 'show me what this skill enables' button. It opens a window with items on one side and skills on the other that the skill is a pre-requisite for at various levels. If the item or skill has other pre-reqs that you don't already have, those will be in red and mousing over them will give you a tooltip telling you what else you need.
